Property and Acquisition Assistant
This position is located in Agricultural Research Service (ARS), National Bio and Agro-Defense Facility (NBAF), Facilities Engineering Unit in Manhattan, KS. The incumbent is responsible for all phases of the personal property, vehicle fleet, purchase card, and acquisition programs and serves as the Location's Point of Contact (POC) and Liaison with the Area Office. This position may also serve other management unit locations.
- Monitors and updates the Corporate Property Automated Information System – Personal Property (CPAIS - PP) to track, record, and dispose of personal property assets; provides activity reports to the location Administrative Officer
- Ensures location policies, procedures, and vehicle operator files are established for the use, maintenance, and disposition of motor vehicles and coordinates such work, as necessary, with appropriate location personnel.
- Serves as the location’s point of contact for all purchase card transactions in coordination with the Purchase Card Program Oversight Branch (PCPOB).
- Uses a variety of automated systems to enter, update, revise, sort, and calculate data; to monitor requests; to process receipts, and to monitor active and delinquent invoices; to develop appropriate spreadsheets and reports.
- Serves as the Point of Contact to coordinate and schedule one-on-one or group training covering the acquisition and the purchase card programs respectively.
Requirements
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-07: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing property, vehicle, or purchasing records using automated systems; and reviewing basic purchase requests and supporting fleet and purchasing activities with required reports. GS-08: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience handling property, fleet, or purchasing operations, including inventories, documentation reviews, and resolving non routine issues; developing and reviewing purchase and contract materials; and serving as a key point of contact, coordinating with staff and vendors, and ensuring complete and accurate procurement and property records. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
