Budget Analyst

This position is located in the Department of Health and Human Services, Assistant Secretary for Financial Resources, headquartered in Washington, District of Columbia. As a Budget Analyst, you will: Gather, extract, review, verify, and consolidate a variety of financial information and statistical data to prepare preliminary operating plans and reliable financial status reports. Conduct financial analysis and strategic budget planning. Prepare monthly outlay variance reports and develop supportive tabular/narrative materials. Identify funding problems, recommend courses of action, negotiate resolutions with budget staffs, and develop cost benefit analyses to advise managers on the most advantageous options.


Requirements

WHAT WE ARE LOOKING FOR GS-09 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following: Gather, extract, review, verify, and consolidate a variety of financial information and statistical data to prepare preliminary operating plans and reliable financial status reports. Monitor, review, and reconcile commitments, obligations, and expenditures. Prepare information used in developing resource allocations and financial reports. OR Have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. You must include transcripts OR Have a combination of specialized experience and graduate level education that meets 100% of the requirement. GS-11 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Lead policy development, evaluation, and oversight of budget execution activities. Monitor, review, and reconcile commitments, obligations, and expenditures Conduct financial analysis and strategic budget planning. OR Have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. You must include transcripts. OR Have a combination of specialized experience and graduate level education that meets 100% of the requirement. GS-12 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: - Identifying, analyzing, or resolving budgetary issues related to planning, programming, formulation, justification, presentation, monitoring, or execution. - Identifying, analyzing, or resolving budgetary issues related to planning, programming, formulation, justification, presentation, monitoring, or execution. - Performing budget execution analysis and developing supporting materials for senior level budget decisions. GS-13 Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: - Presenting, developing, justifying, executing, and monitoring budgets and financial plans to properly fund and meet resource requirements. - Providing financial analysis of budget-related issues, to include budget strategies and techniques to meet changing priorities and resource allocations. - Applying results of financial/budget related analysis to solve problems and make recommendations.
