DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.The Human Resources Administration/Customized Assistance Services (HRA/CAS) is responsible for program evaluation and reporting from various systems maintained by the Department and providing strategic direction in the development and monitoring of service utilization activities. CAS evaluation, analysis and reporting provide analysis of data to inform high-level decision-making across DSS-HRA-DHS. For supportive housing, the data evaluation and reporting are used to inform multiple city agencies as part of the NYC 15/15 initiative, including research efforts on data provided by data systems.The Office of Contracts, Finance & Management Planning is responsible for the development, procurement and management of CAS's contracts and grants and overseeing CAS's budget, fiscal and management planning program monitoring, and analysis activities. It assures that CAS human service contracts provide high quality clinical and support services that are closely integrated with other HRA program areas. Under the direction of the Deputy Commissioner for Customized Assistance Services (CAS), with wide latitude for independent judgment and decision-making, the Director of the Office of Contracts, Finance and Management Planning is responsible for the development, procurement and management of CAS contracts, and overseeing CASs budget, fiscal, and management planning and program monitoring and analysis activities. CAS has a portfolio of fourteen (14) human services contracts with an aggregate annual value of approximately $90 million. The Director, through monitoring activities, indirectly supervises the 750 staff funded through CAS contracts. These contracts are primarily for clinical programs that help individuals and families served by HRA to maximize their level of functioning through assisting clients in obtaining federal disability benefits or employment by providing assessment, case management, wellness planning, rehabilitation services, job placement and retention services, and application assistance with the federal disability application and appeals processes as appropriate.Customized Assistance Services (CAS) is recruiting one (1) Administrative Contract Specialist M-III to function as the Executive Director, Office of Contracts, Finance and Management Planning, who will:- Direct CAS contracting activities including developing scopes of services in conjunction with clinical and operational areas, drafting RFPs and bid specifications, managing solicitations, contract negotiations, processing contracts, and evaluating contractor performance. - Direct the performance of budget and fiscal activities including: the preparation of new budget requests, formulation of programs and operational processes to increase productivity, the review of contractual budgets and requests for contract adjustments and reviewing and authorizing contractual payments. - Direct the performance of management planning, coordination and programmatic analysis activities including the preparation of reports analyzing program effectiveness and the coordination and response to audits, FOIL requests and other requests for information by internal and external agencies. - Serve as CASs point-of-contact with administrative offices within HRA (including Contracts, Finance, and Legal Affairs) and external to HRA (e.g. Mayors Office of Contract Services) to ensure the fulfillment of CAS mission. - Formulate policies and performs special high-level projects assigned by the Deputy Commissioner for Customized Assistance Services. Requirements
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or 2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or 3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
