Clinical Director, Bureau of Maternal Infant and Reproductive Health
The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. Duties will include but not be limited to:Provide clinical and administrative oversight of NYC NFP to both DOHMH and non-DOHMH contracted vendor sitesCreate/implement QA/QO measures and support administrators and supervisors in implementation of sameParticipate in NFP CAB meetings, represent DOHMH teams and ensure attendance is entered into national database systemReview and prepare program budget in collaboration with Senior DirectorProvide direct supervision to nurse supervisorsProvide backup to all NYC DOHMH NFP teams if administrator or supervisor is outAssure appropriate staffing and supervision at sites, provide ongoing guidance to assure high quality program performanceOversee all clinical issues at all DOHMH sitesProvide direct supervision to Manager of Mental Health and Strategic PartnershipsIn collaboration with NSO Nurse Consultant and/or Senior Clinical Staff of DOHMH NFPOversee quality assurance measures and support administrators and supervisors in implementation of sameOversee accuracy and timeless of reports and facilitate review of reportsOversee timely implementation of improvement plans and monitor resultsMonitor service provision by review of reports and regular site visitsAssist and support new team supervisors in their efforts to build and sustain their sites, sharing lesson learned and best practices across NCY NFP teams; orientation to include ensuring that all trainings are done in a timely manner--those required by NSO and DOHMHOrganize, coordinate and facilitate leadership and superior meetings and NYC NFP trainings and eventsOversee creation and implementation of Electronic Case Management Systems (ECME) for NYC NFP; collaborate with NSO, IT and all NYCNFP sites on this projectProvide support and training to all NYC NFP staff in ECMSUpdate and revise Internal QI tools for clinical and program reviewMaintain on-going communication with the National NFP and NFP programs throughout the nation to keep informed of the recent developments and changes and keep NCY NFP staff informed of all updatesCollaborate with NYC NFP staff in establishing relationships with key community providers and agencies; in collaboration with central office outreach team and all site supervisors and administrators, do presentations and perform outreach as neededIn collaboration with other central office clinical staff, review all NYC NFP Adverse Event Reports, perform follow-up as needed, act as a liaison with OCQMIPreferred Skills:At least two years of nursing experience in hospital or community setting preferably OB/GYN, Pediatrics, Family Practice, Maternal Child Health, or Mental Health. Requirements
1. A valid New York state license as a Registered Nurse, a baccalaureate degree in Nursing from an accredited college and a master's degree in Nursing, Public Health or a related field, plus four years of recent experience in public health or hospital nursing or a related field; at least 18 months of which must have been in an administrative, managerial, executive, consultative or educational capacity, or in supervision of professional public health nursing personnel working in any of the above mentioned areas; or 2. Education and/or experience equivalent to ""1"" above. However, all candidates must possess a valid New York State license as a Registered Nurse, and a baccalaureate degree in Nursing from an accredited college; and must possess the 18 months of specialized experience as described in ""1"" above.
